Brian McElhaney led Orange County's urban area security initiative grant proposal efforts in 2008. This was a six-month collaborative process that included partners from more than a dozen organizations throughout Orange County. Contributors came from law enforcement, fire services, health care organizations, universities and consultant firms. They received a grant money award of $13.4 million!
